Reenable wobbly for "non-normal" windows as it disable it for kcm windows too.
Instead, disable the effect at openning to avoid get it in menu, combo boxed, ... CCMAIL: sebas@kde.nl svn path=/trunk/KDE/kdebase/workspace/; revision=799614
