846496d2c1 Cleaned up the effects/ directory by moving each individual effect into 
its own directory, cleaned up the effect config macros and renamed
"MakeTransparent" to "Translucency" so that it matches its visible name.

1d2c54edcc Support for proper effect reconfiguration instead of reloading them. 
Fixes e.g. the global animation combo not taking effect.

3edc29f190 Caps also for cylinder. 
Translate cylinder so that start/stop works correctly.
Do not react on desktop change. That would be strange in cylinder effect.
