Summary:
The ported effect looks quite similar to the C++ version except one
thing: it works correctly when user activates/deactivates a full
screen effect, for example the Desktop Cube effect.
Other than that, there are no behavioral or visual differences.

All KCMs and KWin core use the BuiltInEffects namespace to find and
interact with the effects. There is no information left in the desktop
file which are of usage. Thus they can be removed.
its own directory, cleaned up the effect config macros and renamed
"MakeTransparent" to "Translucency" so that it matches its visible name.
