Summary:
Removes a bunch of boilerplate CMake code and allows kpackage to do
some smart things, e.g. drops our runtime dependency on the
DesktopFileParser and we get to just use json directly.
Test Plan: Ran kwin, now it doesn't use the desktop to json translation path, everything still works.

Summary:
On build.kde.org all tests loading scripted effects are failing. This
seems to be because the effects are not installed.
To make this work, this change introduces the following changes:
* scripted effects are copied to ${build}/bin, like all binaries
* the test sets XDG_DATA_DIRS env variable to point to ${build}/bin
This change also needs to be added to further tests once this is
accepted. Furthermore it could be considered whether KPackageLoader
should consider the QCoreApplication::applicationDirPath in addition to
the GenericDataLocation. This would make KPackageLoader work much better
in a build tree only setup.
Test Plan: Test passes locally, obviously not tried on build.kde.org

Summary:
There is no concept of managed windows in Wayland, so every time we call
managed() on a Wayland client, it will return false.
This change addresses that problem by invoking managed() only for X11 clients.
CCBUG: 398100
Test Plan:
* Open KCM of the Translucency effect and decrease opacity of inactive windows;
* Open Dolphin;
* Click on desktop.

Summary:
It can happen that startAnimation is invoked multiple times for a
window. In case it was invoked a second time the previous animation was
not cancelled. This resulted in the set-animation to never end. When
closing a window, it would stay around as a translucent, non-interactive
window zombie.
This change ensures that existing animations get cancelled.

Scripts and scripted effects can provide a ui file which gets loaded at
runtime. Obviously such a ui file is not translated. This introduces
quite a hack to load the translated strings.
In the metadata.desktop file the scripted component can provide a key
X-KWin-Config-TranslationDomain. The genericscriptedconfig tries to
locate the metadata.desktop file and reads this entry. If it is present
we extract all string properties of the loaded UI and pass them through
ki18nd.

Supported Features:
* move/resize
* active/inactive
* special window type
* window decoration as missing in AnimationEffect
The animations are cancelled when they go into an invisible state (e.g.
desktop changed, minimized) and are set again when the window becomes
visible.
Where a transition is useful, the window gets animated, e.g. start/finish
of move resize.

Many headers included KLocale to use i18n and co. But those methods are
defined in KLocalizedString and not in KLocale.
With KF5 klocale.h does no longer include KLocalizedString causing lots
of compile errors.
Port the KCM to use KConfigXT which means that the complete custom code
for loading, saving and setting to defaults can be dropped.
Also in the effect in brings some advantages as we basically get compile
time checks whether the accessed config is named correctly.
The saved values for translucency are now UInts in [0,100] instead of
doubles in [0.0,1.0], so an update script is needed.

The effect should have had two animations:
* on move resize
* on active/inactive change
But the timeline was adjusted in the prePaintWindow call and the timeline
is effect global and not per window. Which means that for each window the
same time is added. So instead of adding time t each frame t*n with n
being the number of windows got added. So in most cases the animation
ended in the first or second frame which means its not visible.
Through git blame I was able to track down that this incorrect behavior
was introduced in 2008. An animation broken for more than four years
without anybody noticing is probably not required. Because of that it's
dropped from the effect. As this includes quite some code and performance
improvements it goes into the release branch.
A better solution could be implemented, but that should be for 4.10.
